C. Liebal, P.E., Project Manager

Mr. Liebal has over 18 years of experience in construction,
project management and inspection. He has extensive
knowledge of the Capital Outlay process having been
a Capital Outlay Director while working at Mary Washington
College for 10 years. He has been Project Manager for
projects totaling over $64 million. While at Mary Washington
College he worked with The State Fire Marshal for compliance
with fire and building code, Division of Soil & Water
Conservation for erosion control implementation, Water
Control Board for storm water detention plans, and
OSHA inspectors to assure safety on job sites. His
experience in the historical preservation field was
enhanced while working for The National Trust for Historic
Preservation at Montpelier. While at Montpelier, he
also developed and implemented a yearly maintenance
plan for the facilities department based on the deferred
maintenance cost, building assessment evaluation, and
acquired knowledge and experience. He has considerable
knowledge of roofing system design/analysis being involved
in the roofing field for over 18 years. He is also
very familiar with ADA compliance requirements being
in-charge of all the ADA construction work at both
Mary Washington College and Montpelier.
